Roan United Pay Tribute to Late Legend Ginger Pensulo

Roan United are mourning Stylish and Zambia great Ginger Pensulo who has died at the age of 86.

Former striker Pensulo died on Sunday at his home in Mikomfwa, Luanshya.

His nephew Steven Kanta said Pensulo died from old age related illness.

He was part of the Roan team that won the inaugural National Football League title in 1962.

Pensulo, who played for the National Team between 1996 and 1968, was the first Zambian to attend trials at an English club when he was invited by Leeds United in 1963.

Roan have paid tribute to legendary Pensulo.

“We are in shock as Roan United Football Club and the whole community because he was part of us and a very important figure in the history of our club,” said Roan Secretary Geoffrey Ngulube.

“As much as we wish to be sad of his passing, his life is worth celebrating because it brings so much beautiful memories of football to Luanshya. Stylish will miss him for being the architect of smooth flowing Football which earned us a Brand ‘Stylish’.” said Ngulube.

He coached Roan United, Luanshya United, ZEMEFA and Luanshya Mine Police.

Pensulo has left behind six children and several grandchildren.

Funeral gathering is in Mikofwa Township and burial is tentatively set for Wednesday.

Zambia elected Vice-President of UN Disability Rights body

Zambia has been elected as one of the four Vice Presidents of the United Nations Conference of the State Parties to the Convention on the Rights of Persons with Disabilities (CRPD).

As Vice President, Zambia will represent the African Group in New York, in the Bureau of the Conference of the State Parties for the period 2021-2022.

The Convention on the Rights of Persons with Disabilities is an international human rights treaty of the United Nations intended to protect the rights and dignity of persons with disabilities. It was adopted by the general Assembly on December 13th, 2006 and subsequently came into force on May 3rd, 2008.

State Parties to the Convention are required to promote, protect, and ensure the full enjoyment of human rights by persons with disabilities and ensure that persons with disabilities enjoy full equality under the law.

The Convention serves as a major catalyst in the global disability rights movement enabling a shift from viewing persons with disabilities as objects of charity or medical treatment and social protection to viewing them as full and equal members of society, with human rights.

The Convention follows decades of work by the United Nations to change attitudes and approaches to persons with disabilities. The Convention is intended as a human rights instrument with an explicit, social development dimension.

In accordance with Article 40 of the Convention which states that “The States Parties shall meet regularly in a Conference of States Parties (COSP) in order to consider any matter with regard to the implementation of the present Convention.” Sessions of the Conference of the State Parties have been held in New York at the United Nations Headquarters since 2008

The 14th Session of the Conference of States Parties is scheduled to take from 15th to 17th June, 2021, this year at the United Nations Headquarters. The over-arching theme of the 14th Conference is ” Building back better: COVID-19 response and recovery; Meeting the needs, Realizing the rights and Addressing the socio-economic impacts on persons with disabilities”.

Latest MP to defect from UPND says “Bally” cannot fix Anything

United Party for National Development (UPND) Solwezi East Member of Parliament Hon Teddy Kasonso says it’s disillusioned to think that UPND leader Hakainde Hichilema can fix anything.

Mr. Kasonso has admitted that governance is a serious and complex issue whose development is gradual.

Speaking when he officially defected to the Patriotic Front,Mr Kasonso said his defection is painful but very necessary in the interest of national development devoid of tribalism, regionalism and hatred which is what the UPND is known for.

He admitted further that the PF under President Lungu’s leadership has scored on many socioeconomic sectors and deserves to continue on such a trajectory.

“What will bally fix?he cannot fix anything” hon Kasonso said and emphasized that development cannot come at a goal.
He has since encouraged President Lungu not to be distracted by detractors but continue to deliver more development and unite the country beyond tribal and regional politics which is the DNA of the UPND.

He said he disagrees that the PF is not a party of national unity going by how it has embraced members from all regions across the country.

He said the PF has delivered and it is time to show the world “what you have done”.

“Chingola-Solwezi road is a good example of the good works under the PF” hon Kasonso said.

And Hon Kasonso has said the UPND does not have numbers to win this year’s general elections.

He said he will go flat out and give it “his best shot” to ensure President Lungu wins the August general elections.

He said President Lungu is Zambia’s best choice and has the experience of having worked with him for 6 years and knowing his capabilities.

UPND Youths to keep a vigil on HH until he files in his nomination papers

United Party for National Development (UPND) NorthWestern Youth Chairman Mr Bruce Kanema has directed all the youths in the province to keep a vigil on President Hakainde Hichilema until he files in the nomination papers for Presidency.

Mr Kanema adds that his party is aware of the manoeuvres by the Patriotic Front through the police to arrest President Hakainde Hichilema so that he does not appear on the ballot paper come 12th August 2021.

He says youths in the province must stand by Mr Hichilema’s side without fear for Zambia to be liberated.

“Am commanding all of you youths in wards, Districts Constituency and the Province to standby until nomination day to protect President Hakainde”he said

Mr Kanema has maintained his party slogan of the youths: “No HH no Elections, no Zambia”

Zambia Police have arrested and charged Chief Mukuni’s wife for Abduction

Police have charged and arrested Chief Mukuni’s wife Veronica Mwanakasale Mukuni with the offence of Abduction contrary to the laws of Zambia.

Police Spokesperson Esther Katongo said this is a matter in which Pheluna and Milton Hatembo are reported to have been abducted.

“Police have charged and arrested Veronica Mwanakasale Mukuni with the offence of Abduction contrary to section 253 of Cap 87 of the Laws of Zambia,” said Mrs Katongo.

Mrs. Katongo said she has been jointly charged with Fines Malama, Ackson Sejani, Javen Simoloka and Vincent Lilanda.

“This is a matter in which Pheluna and Milton Hatembo are reported to have been abducted. She is detained in police custody,” she said.

And several Mukuni village headmen and elderly women protested outside the Livingstone Central Police Station sounding traditional drums demanding the release of the chief’s wife Veronica.

And Minister of Home Affairs Hon Stephen Kampyongo has said he will deal with people issuing veiled threats regardless of their state in society.

Hon. Kampyongo said during a briefing in Lusaka yesterday that the Law provides for the prosecution of those issuing the said threat and that his Ministry will deal with such without fear or favor.

“We, at Home Affairs, which is the Ministry to preserve the security of this country, we work without fear of favor. It is not a ministry for the faint hearted. So those who are issuing veiled threats, the Law is provided for such,” he said.

“And if we investigate that those veiled threats an individual, be it chief or anyone, they shall be dealt with. And I will say without fear or favor.”

The Minister said the following threats issued by Chief Mukuni when Police requested him to provide information about the missing Hatembos.

Pheluna and Milton Hatembo are the witnesses in a case involving the leader of the United Party for National Development (UPND) Mr Hakainde Hichilema where he is accused of fraudulently acquiring farm number 1924 located in Kalomo.

The abduction of the duo has caused public alarm as some Civil Society Organizations and well-meaning Zambians have called on the His Excellency, President Edgar Chagwa Lungu to fire Inspector General of Police Kakoma Kanganja for failing to deal with the matter.

President Lungu calls fisheries and aquaculture development fund

President Edgar Lungu has directed the Ministry of Fisheries and Livestock to urgently bring to cabinet a memorandum on fisheries and aquaculture development fund.

President Lungu has further directed that the US$23.7 million aquaculture seed fund he launched in Mwinilunga last year be part of the same fund to be established.

“I am directing the Honourable minister ( Professor Nkandu Luo ) for the ministry of fisheries and livestock to urgently bring to cabinet a cabinet memorandum on the establishment of the fisheries and aquaculture development fund in line with the fisheries act no. 22 of 2011.

“I further direct that the us$23.7 million aquaculture seed fund which I launched in Mwinilunga in chief kanyama’s chiefdom on 30th may, 2020, be part of the fisheries and aquaculture development fund,” the President stated.

The President said this in Siavonga district today when he officiated at the first harvest of the two cooperatives which were supported by the Presidential empowerment fisheries initiative.

President Lungu said the move will ensure a self-sustaining fisheries and aquaculture subsector adding that looking inward was better before seeking outside help.

And President Lungu said positive results of initiatives from piloted fish farming projects is a demonstration that Zambia can be self-sufficient in fish production and become a net exporter in the region.

“I am happy to learn that in 2020 Zambia produced an estimated 45,670 tonnes of fish from aquaculture, representing 18 percent improvement from the 2019 aquaculture production which was estimated then at 38,800 tonnes. Aquaculture production was only 10,520 tonnes in 2011.

“ This increase between 2011 and 2020 is because my government has put in place a robust programme for aquaculture production across the country ensuring that no one is left behind,” President Lungu noted.

He further commended Kamimbi and Buyantashi cooperatives for their hard work exhibited in managing the fish which was stocked last year and were harvesting it today.

“i wish to urge other fish farmers to emulate the good work and dedication demonstrated by Buyantashi and Kamimbi cooperatives. There is need for us to kill the culture of dependency syndrome by promoting self-reliance, ” said President Lungu.

And Minister of Fisheries and Livestock Development Professor Luo has appealed to the private sector to support communities that have potential to come out of poverty. She said it was sad that the private sector was not doing enough to supplement government efforts.

Prof. Luo said the success story of the two cooperatives shows that the private had the potential support people come out of poverty if they work and partner with government.

The Minister said her ministry will continue providing policy framework and guidance to ensure that the aquaculture industry thrives and grows as demonstrated by those who have benefited from such funds.

Earlier, Yalelo Fisheries Board Chairperson Fisho Mwale commended the President for showing leadership by responding to the needs of the vulnerable in society.

He said it was gratifying that his company was able to contribute and provide support to ensuring that the cooperatives succeeded in their project.

Mr Mwale said the company is ready to support communities and work with other partners to support communities who come up with such initiatives.

Vote for ECL for continued development -Mundubile

Government Chief Whip Brian Mundubile has called on the electorate to vote for the ruling Patriotic Front for continued development throughout the country.

Mr. Mundubile notes that as Zambians vote back President Edgar Lungu into office, it is vital that they give his PF MPs especially in non-traditional PF strongholds in order to increase the numbers of representation at all levels of development.

Mr. Mundubile said this when a number of senior United Party for National Development (UPND) Members of Parliament and Council Chairpersons defected to the ruling Patriotic Front in Lusaka today.

Among those defected today include opposition UPND Solwezi West Member of Parliament Teddy Kasonso, Nalikwanda Member of Parliament Geoffrey Lungwangwa, Lufwanyama UPND Council Chairperson Moses Chiyuka, incumbent Lwampa Council Chairperson Victor Chibiya Maliti, Davies Chiko from Magoye, Sokontwe Ward Councillor Davies Sumaili.

He said it is evident that Councils will never be the same again because development has been hampered because the Councils have not been given the freedom and liberty to develop.

Mr. Mundubile further noted that whereas parliament is there to make progressive laws that respond to the aspirations of the Zambian people, some parties have acted in a manner that makes that extremely difficult to achieve.

“In the recent past we have experienced situations whereby progressive bills have been shot down. These are bills that were looking at interests of women, youths and the disabled including the disadvantaged people in society.

“ But because of not practicing objective politics, we saw these bills being shot down”, he explained.

He commended the Council Chairpersons that decided to ditch the opposition UPND because of not being happy that the constitutional amendment bill number ten was shot down by people that were enemies of development.

The Mporokoso law maker added that many constituencies in the country such as Malole, Kasempa, Chilubi among others still remain undeveloped due to some people who shot the progressive bill that would have brought about delimitation.

“Wise men and women today are unable to come to the Councils as Councilors and Council Chairpersons as well as Members of Parliament because we didn’t amend the constitution through the constitution amendment bill number ten to look at the Grade twelve story which is a very sad story”, he added.

Mr. Mundubile stated that it is very sad and unfortunate that even those people that fought so hard against the bill ten have also been affected currently.

The Lawmaker has since urged the newly defected people from the UPND to continue working hard for the Zambian people with patriotism, love and unity.

COVID-19 vaccination response gratifying – Chanda

Minister of Health Jonas Chanda says government is gratified with the positive response by Cabinet Ministers, Members of Parliament, civic and professional leaders getting vaccinated against the Covid-19 virus.

And the cumulative number of vaccinated persons since the Zambia Covid-19 vaccination program was launched stands at 3,391.

Dr Chanda says it is gratifying to see a positive response to the COVID-19 vaccination by our honourbale members of parliament , Cabinate ministers and other Civic and professional leaders.

“ This morning Hon Lawrence Sichalwe,Minister for Chiefs and Traditional Affairs and MP for Chawama Constituency, Honourable Mathew Nkhuwa Minister for Energy and MP for Chingola and Honurable Nixon Chilangwa , Luapula province minister and MP for Kawambwa, all voluntarily got vaccinated against COVID-19, “ He said.

Out of those vaccinated, 40 percent are female and the majority 74 percent are below 60 years of age with 15 percent health workers, 6 percent civic leaders and a further 3 percent being teachers.

The minister has announced that the majority Districts across the country have now received the vaccine and other medical supplies to launch the vaccine program across the ten provinces.

He said his ministry has engaged the technical teams responsible for the vaccination and indeed the COVID-19 response in general to reach out to all the communities.

“We wish to guide the public that Cabinet approved Covid-19 Vaccination program indicates that under Pillar 1 consisting of the COVAX facility which is intended to vaccinate 20% of the eligible adult population the initial consignment of 228.000 COVID-19 AstraZeneca vaccine doses are firstly targeted at “priority groups” who are most-at-risk with COVID-19.

“ These include healthcare workers, those performing core societal functions such as teachers, security personnel, immigration, mobile populations (cross-border truck drivers, traders, drivers/conductors of public service vehicles, marketeers), traditional leaders, the Clergy, and the elderly above 65 years of age and/or those with underlying chronic medical conditions”, he said.

He explained that his ministry will follow a pragmatic approach to ensure that vaccines do not go to wastage by letting them vaccines expire if priority groups do not consume.

The Health said the country has continued to record a reduction in the number of COVID-19.

He said during the past 24 hours a total of 100 new cases out of 6204 tests conducted.

Central Province recorded 6 cases, Copperbelt 2, Eastern 32, Luapula 6, Lusaka15, Muchinga 2, Northern 20, North-Western 9, Southern 4 “, he said.

The districts that reported significant cases are; Chipata (16), Lupososhi (11), Lusaka (8), Nyimba (7), Solwezi (6), Nchelenge (5) and Chinsali (4); two (2) districts reported 3 cases each, eleven (11) districts reported 2 cases each and fifteen (15) districts reported 1 case each.

The cumulative number of confirmed cases recorded to date stands at 91,043.

The country has not recorded any COVID-19 death during the last 24 hours.

Fourty discharges have been recorded from both the COVID-19 centres and home management bringing the cumulative number of recoveries to 88,900.

Dr. Chanda revealed that there are currently 43 cases admitted to Covid-19 isolation facilities nationally, 35 admitted on oxygen and 7 in critical condition.

Meanwhile the minister has revealed that his ministry is also running phase one of the Cholera vaccination program in high-risk areas around the country.

He said so far conducted rounds in Kabwe, Nsama, Shibuyunji and Nchelenge District with over 90 percent of the target populations reached out.

This is according to a press statement issued to ZANIS by ministry of Health in Lusaka today.

American Charge’ d’ Affairs to Zambia David Young says his government is looking forward to see a peaceful and credible elections as Zambia prepares for the August 12 general elections.

ZANIS reports that Mr Young was speaking when he paid a courtesy call on Central Province Minister Sydney Mushanga in Kabwe today.

Mr Young noted the importance of balancing and protecting human rights of citizens in the country.

And Central Province Minister Sydney Mushanga said government has continued to condemn violence and advocated for the application of the law in the country.

Zesco and Lusaka Dynamos Handed Wednesday League Off Day

Zesco United and Lusaka Dynamos’ FAZ Super League Week 25 fixtures that were due to be played this Wednesday have been postponed.

Both sides were scheduled to play away on April 21 with league leaders Zesco playing Prison Leopards in Kabwe while seventh placed Lusaka Dynamos were due to face Kitwe United at Garden Park.

“These matches have been postponed after Lusaka Dynamos sent in a request to reschedule to a later date,” interim FAZ Premier League manager Brian Mulenga said in a communiqué to the clubs.

The postponement is due to Zesco and Dynamos meeting in the 2021 ABSA Cup final this Saturday at Woodlands Stadium in Lusaka.

Zesco and Dynamos beat Konkola Blades 4-0 and Zanaco 3-0 respectively on April 17 in the ABSA Cup semifinals played at Arthur Davies Stadium in Kitwe.

With leaders Zesco on 46 points, and second placed Zanaco on 39 points, both not in action, third positioned Forest Rangers, who are a point behind the latter, have an opportunity to go to number two when they visit fourth from bottom Lumwana Radiants on Wednesday.

Kasempa received 1,800 doses of the Oxford AstraZeneca Covid-19 vaccines

Kasempa district in North-western province has received over 1,800 doses of the Oxford AstraZeneca Covid-19 vaccine.

Speaking when he received the doses, Kasempa District Commissioner, Phelosopher Chandamali hailed the occasion as a major landmark in the fight against COVID-19.

“The arrival of the 1850 COVID-19 vaccination doses in Kasempa district today is a major landmark in our fight against COVID-19,” Mr. Chandamali said.

He disclosed that the administering of the vaccination will be done in phases.

“As we have been informed by the Ministry of Health, Dr. Jonas Chanda, the vaccination will be administered in a phased approach,” Mr. Chandamali added.

He further disclosed that Frontline healthcare workers are the priority of the vaccination program. Mr. Chandamali encouraged the Frontline healthcare workers who are at high risk of contracting COVID19 based on the nature of the Job to get vaccinated.

“We depend on healthy healthcare workers to ensure that our community is also kept health,” He added.

Mr. Chandamali assured all the people who keep the core function of the society in a place that they will be vaccinated in the first phase of the campaign.

“Teachers, police officers, immigration officers, correctional facility staff, council workers, and those in transportation, Traditional and Religious leaders will also be vaccinated in the first phase of the vaccination campaign,” He added.

Mr. Chandamali thanked the government and the COVAX consortium for making the vaccination possible for the people of Kasempa.

Speaking at the same event Kasempa District Health Director, Buumba Bubala assured the residents of Kasempa that the vaccination campaign will start once it is launched at the provincial level.

“We are all aware that at the national level the vaccination has launched, the next thing to do is to wait for the province to launch, then the districts will also do their launch,” Dr. Bubala added.

She disclosed that communication will be made to the public when the district will launch the vaccination campaign.

Luapula launches Covid vaccine Program

Luapula Province has received 15,200 doses of the AstraZeneca vaccine under the Covax facility.

Chief Kasoma Lwela of Chembe District and Chief Chimense of Mansa District in Luapula Province who led the way in taking the vaccine commended Government for the Covid19 vaccine in the country.

The two Chiefs observed that the vaccine program will help save many lives in the country.

Chief Kasoma Lwela explained that it is better that people prevent themselves from Covid19 rather than waiting until they get sick.

He notes that the move by Government to roll out the vaccination Program across the country will help to reduce the impact of the virus in the country.

And Chief Chimense has urged other chiefs to join hands with the Ministry of Health in sensitizing the public on the Covid19 vaccine.

Chief Chimense observes that there are a lot of myths surrounding the vaccine which he said needs to be addressed.

He notes that most people are lacking information on the issue at hand, hence the need to intensify sensitizations so that those eligible can make informed decision and be vaccinated.

And Luapula Province Minister, Nickson Chilangwa who launched the Vaccination program in Luapula Province says the Covid19 Vaccine is safe.

The Provincial Minister indicates that Government allowed the AstraZeneca vaccine to come in the country as it knows that it is safe for its citizens.

Mr Chilangwa explains that Government will continue to put the interests of its citizens first even as it tries to deal with the issue of the Covid19 and that government will not allow anything which can be harmful to its citizens.

The Law Maker who was represented by the Deputy Permanent Secretary, Christopher Chibuye indicates that Government will continue putting up measures aimed at combating the spread of Covid19.

He disclosed that 25 centers across the Province have been identified for the vaccine administration and encouraged those eligible to turn out numbers to get the vaccine.

He notes that even as the Covid19 vaccine is voluntary those eligible should look at the benefits which comes with getting vaccinated as they make the decision to be vaccinated.

And Luapula Province Health Director, Peter Bwalya says those who are eligible to get the Covid19 vaccine should consider getting it.

Dr Bwalya observes that the benefits of getting the Covid19 vaccine outweighs the demerits which might come as a result of getting vaccinated.

The Provincial Health Director observes that the Covid19 vaccination Program will help the country reach head immunity which will help to contain the spread of the virus.

Lusaka Province Permanent Secretary, Elias Kamanga says appearing before the Public Accounts Committee for mistakes made by technocrats is among the most unpleasant experiences for controlling officers.

Mr Kamanga said Permanent Secretaries, as controlling officers, get grilled as they take responsibility for the mistakes made by officers under their charge.

Speaking at the official opening of the Integrity Committee Workshop for the Ministry of Energy and Lusaka Provincial Administration in Kafue this morning, Mr Kamanga said civil servants need to ensure that they avoid audit queries by ensuring they follow all financial procedures.

He also noted that failure to follow public procurement and financial guidelines by departments may also lead to failure by controlling officers.

Mr Kamanga advised members of the Integrity Committee to assess operations of their departments’ corruption red flag and devise mitigation measures to develop an annual corruption prevention action plan which details steps to mitigate risk factors.

“The Integrity Committees are also supposed to facilitate development, review, and to internalize corporate governance practices and guidelines. They also need to follow-up queries from the Auditor General and other internal audit queries.” He said.

Mr Kamanga also stated that the formulation of Integrity Committees are mechanisms aimed at promoting proactive, preventive and pre-emptive interventions that enhance effective delivery of services.

“As civil servants, we are entrusted with the responsibility of presiding over public affairs and we are expected to do so with the highest levels of integrity. I believe the skills being acquired here will capacitate you to enhance the operations of the government on a day to day basis.” He said.

And Anti-Corruption Commission (ACC) Acting Director General, Rosemary Khuzwayo said improving management and efficiency in the delivery of public services is an essential element of any national strategy to reduce corruption and enhance good governance.

Ms Khuzwayo stated that few opportunities for corruption arise when public services are provided in an efficient and effective manner.

“This is so because citizens are no longer required to compete for scarce and inadequate services often by way of paying bribes,” she said.

She stated that the integrity of the members of committee and secretariat will be equipped with knowledge and skills required to execute their roles and responsibilities in their respective institutions.

The five day workshop which started on Monday drew participation from officers under the Ministry of Energy and Lusaka Provincial administration.
