UPND threatens to take PF to court for not holding a convention in line with Zambia’s Constitution

The United Party for National Development (UPND) has threatened to take the ruling Patriotic Front(PF) to court and stop the ruling party from taking part in the 2021 elections because the weekend’s convention was not in compliance with the provision of the law set in the republican constitution.

Speaking to the media today, UPND spokesperson Cornelius Mweetwa said that the constitution requires that a party holds an elective convention and that the ruling party did not hold an elective convention because there was no ballot that took place at the just-ended convention.

Mr Mwetwa further gave PF a 48 hours ultimatum to reconvene their convention and conduct elections and not just select their members of the Central Committee.

Over the weekend, it emerged that President Edgar Lungu handpicked Central Committee members who were then approved at the National Council which will preceded weekend’s PF General Conference

Before the convention, both PF Secretary General Davies Mwila and National Chairman for Mobilisation Richard Musukwa confirmed separately that there going to be no elections to elect members of the Central Committee.

“Elections! Which elections? There will be no voting this weekend. We will only be endorsing the list of names that will come from State House,” Mr Mwila said in an interview.

He said the powers for the President to submit a list of officials he wants in the Central Committee is provided for under Article 57 of the PF Manifesto.

And Mr Musukwa said the delegates will be given a chance to deliberate on the President’s picks once the names are submitted to the General Conference. and the constitutional provision was designed to ensure that only those that are capable of working with the President at all times.

Batoka Power Station delayed

The developers of a $4 billion hydropower plant on the Zambia-Zimbabwe border delayed the project until next year because of the coronavirus pandemic.

Pre-construction work on the Batoka Gorge project has been suspended for several months because of the virus and funding is still being secured, Zambezi River Authority spokesman Fitzgerald Muchindu said in an emailed response to questions.

Work on the 2,400-megawatt facility had been scheduled to start in 2020.

“The authority and the developer are doing everything possible to expedite the outstanding pre-construction activities with a view to commence construction works at the earliest possible time,” Mr. Muchindu said in emailed responses to questions.

“Construction activities are currently projected to commence towards the end of 2022.”

Zimbabwe and Zambia in 2019 chose General Electric Co. and Power Construction Corp. of China to build the plant on the Zambezi River.

Both southern African nations struggle with electricity shortages because of poorly maintained equipment and droughts that curb output at existing hydropower facilities on the river.

In February, the two nations delayed planned upgrades to Kariba Dam, their main source of electricity.

Mr. Muchindu said talks are under way with domestic pension funds in Zambia and Zimbabwe to raise capital for the project.

“These discussions will be firmed upon once the optimization of the scheme, which will inform the actual projects, is completed,” he said, without providing further details.

He said Trade and Development Bank, a Bujumbura, Burundi-based multilateral lender, has been appointed as the lead arranger for financing on the project.

“I’m a big believer in “put your money where your mouth is” and “be the change you wish to see” so I’ve decided to embark on a journey documenting the history of Zambian Hip-Hop. Often, the disconnect between ‘young and old’ is due to not knowing our history…
As such, I’m trying to do my part to change that in my little corner (Zambian Hip-Hop). Let’s remember our achievements and let us celebrate them! Hopefully, this spirit can extend to all walks of Zambian music and Zambian life as well and can encourage other similar projects to highlight what we have accomplished as people.
This project will be a journey of learning for me and I’m excited to take fans and viewers on the journey with me! Pensioner cries foul at NAPSA rules

Good morning Sir/Madam

My name is Chileshe, NRC No. ******/6*/1 and live in Luanshya in the Copperbelt Province.

I started work and contributions in 1988 with Zambia Consolidated Copper Mines Limited (ZCCM). I was born in 1964. As at now am 57 years.

I went to NAPSA in Kitwe to find out how much I have contributed and way the forward so that I can claim my money. Upon going through my records, I was told that I have contributed more than 180 months and so I cannot get a lump sum of my monies.

I have entered into a pension which will be calculated and be given to me on a monthly basis for example K800.00. Now where can I take this kind of money? Because when I was working I was getting K7,000.00 per month and could not manage building a house. Thinking since Iam now old let me get my NAPSA and build a house for my family who will remain on earth since am now about to die anytime and only to find those statements.

No one has informed me of such changes. Again how do you institute a law on someone’s money? This should not be compulsory. Someone must choose whether getting lump sum or enter into pension. Please I will leave my children in the dark.

The question is: How are you going to help poor people like me? Please help me in this matter. I need my lump sum and for that matter it’s my contribution and no one else. A lot of people are complaining about this. We are the voters on the ground and we must be happy in whatever we are doing.

Kindly advise our President because he is a listening president and we Love him so much.

We’re not headed for a battlefield, says Fred M’membe as he calls on Government to Address Key Concerns

The Socialist Zambia Party President Fred M’membe has called on the government to ensure that the concerns of all key players in this year’s general elections are adequately addressed and that all stakeholders need to be open and constructive in participating in the electoral process and addressing the challenges the country face.

In a statement to the media, Dr M’membe said that in any true democracy, more is needed than just laws and institutions and that we must hold on to some values and norms, some expectations and aspirations because this is the environment, the atmosphere, that makes democracy work.

Below is the full statement

This country will not be a good place for any of us to live in unless it’s a good place for all of us to live in. The election campaigns we are entering should not be confused with a battlefield where the aim is to destroy the other.

This is simply a competition to serve and not the annihilation of one another. To have peaceful, free, and fair elections, certain conditions have to prevail in our country and in our hearts. There ought to be a conducive atmosphere. The major players have to agree on the conditions under which these elections would be held. The contestants have to conduct themselves in a manner that does not put others at unfair disadvantage.

In light of this, I make a special appeal to the government and to the ruling party to realize that they have a serious responsibility. As facilitators of the elections, they should ensure that the concerns of all key players are adequately addressed. We all need to be open and constructive in participating in the electoral process and addressing the challenges we face.

The forthcoming electoral process will provide all Zambians with a unique opportunity to show their political maturity and their sincere aspirations for peace and harmony anchored injustice.

The test of good leadership will not, therefore, be how many trees it pulls up by the roots but how it fits into a continuous process of adaptation in which leadership is combined with sensitivity to the national mood.

Everyone’s life in this country is inevitably mixed with every other life and, no matter what Constitution or laws we come up with, no matter what precautions we take, unless the people we meet are kind and decent and human we going nowhere. Decency, integrity, and love come from human beings, rather than from constitutions, laws, and institutions.

In any true democracy, more is needed than just laws and institutions. We must hold on to some values and norms, some expectations and aspirations. This is the environment, the atmosphere, that makes democracy work. This is the so-called ‘political culture’ which I feel is so necessary for Zambia today if our multiparty democracy is to succeed.

The fundamental value we must have is respect for diversity and acceptance of pluralism. Gone are the days when everyone was supposed to think the same way, belong to the same political party, and support the same programme.

Economic and Trade Implications of Export bans

The Centre for Trade Policy and Development (CTPD) urges Government to remove all restrictions that make it difficult for local traders to export agricultural commodities. CTPD is concerned that the continued application of administrative delays and statutory instruments in managing agricultural commodities exports end up hurting the growth of the sector.

Following the good rainfall experienced in the last agricultural season and timely delivery of inputs, CTPD anticipates a bumper harvest this year. We urge Government to take advantage of this and open for trade, as there are more benefits that can accrue to the weakling Zambian economy when we aggressively engage in trade, especially now that we have the Africa Continental Free Trade Initiative.

CTPD has observed that despite Zambia having the potential to become the food basket for Central and Southern Africa, the country has continued to pursue policies that discourage investments in the Agricultural sector, including the imposition of export bans done through the use of Statutory Instruments (SI). This has, in many marketing seasons, done less to achieve the intended purpose of the ban but often results in activating illegal grain trade done through informal channels of the countries’ border posts.

These bans have a tendency of hurting domestic producers and traders by hindering their access to lucrative prices in international markets and it is very important to note that in the long-run export bans may affect food security of the country. A decline in the production of grains such as Maize for example, which is a staple food for Zambia, resulting from farmers reducing the production of Maize or switching to the production of stable and less regulated crops may lead to long-run food insecurity.

CTPD also observes that, whereas the immediate result of the export ban is reduced prices for consumers, loss of revenue from grain export duties and taxes impedes domestic resource mobilization, thereby making efforts to reduce the financing gap and restore fiscal fitness prove futile. Further, this policy works against the economic diversification agenda envisaged in the Economic Recovery Program as it denies the country a viable alternative channel to gain foreign exchange inflows and strengthen the Kwacha, reduce debt service costs, and create some fiscal space, especially now that the country is pursuing ways to reinvigorate the negative economic growth rate of -2.8% recorded in 2020.

Moreover, given that Zambia is a member of the African Continental Free Trade Agreement (AfCFTA), it will be good for the country to portray good policy governance and work towards creating a predictable market for investment flow in the Agricultural sector. Since the bans are often ad-hoc, they tend to trigger market uncertainties which may have a long-run impact on growth of the economy as a whole, and the agricultural sector in particular. Export ban damages Zambia’s reputation as a reliable supplier and has the potential to destroy its market and trade opportunities in free trade areas such as the AfCFTA, and the TFTA. It is therefore very important for Government to refrain from implementing export ban policy.

Based on the above reasons, As CTPD we recommend that export bans should be avoided. While they may be necessary in extreme circumstances, they are always unreliable economic management tools. If the aspiration is to encourage food security and keep domestic food prices low, then, agriculture financing and investments to grow agriculture productivity by way of providing irrigation systems, farm machinery and affordable inputs towards enhancing small scale farmers productive capacity for seasonal farming are more likely to be effective and sustainable than bans on grain export.

UPND reports Munir Zulu to Police for hate Speech

The United Party for National Development (UPND) has reported ruling Patriotic Front (PF) member and President Lungu’s close associate, Munir Zulu to the Police for championing divisive and hate speech.

In a recent interview with Muvi TV, Mr Zulu allegedly told an interviewer that “minority groups in Zambia cannot be allowed to rule over majority groups”, sentiments that has prompted UPND National Youth Secretary, Samuel Ngwira to lodge in a complaint at Lusaka’s Central Police Station.

In an interview shortly after lodging in a complaint to the Police, Mr Ngwira stated that the “unwarranted” remarks by Mr Zulu had the potential to plunge the Zambia into chaos and resultantly plunge her in flames.

“…Munir Zulu has issued derogatory statements that are also based on hate speech. So, as UPND, we found it necessary to come and report Mr Zulu to the Police for such criminality because in this era and age, we can’t afford to start discriminating against the weak and the strong-the tall and the short; the majority and the minority! Zambia is one and no one should claim that they are the majority,” he said.

Mr Ngwira also described as “strange” the PF’s seeming inability to dissociate itself from the divisive remarks.

“We find it extremely strange that no single statement has come from the PF trying to disassociate themself from Mr Zulu’s remarks. But we are not surprised because we know that this has been the PF’s agenda…where they have been trying to promote tribal talk and divide the people. This is what the PF has been all about,” he said.

He, however, described the Police’s uneasiness to handle the matter as unfortunate, adding that the Police kept tossing them from one office to the other for fear of being fired.

“Unfortunately, we have been tossed from one office to the other because the officers where so scared and afraid to handle this issue they term political especially coming from the opposition (like UPND),” he said.

Mr Ngwira appealed to Zambians across the country to take charge and ensure that anyone issuing hate speech and tribal remarks is reported to the police because that can be a recipe for dividing and creating hate among ethnic groups which should not be tolerated

Angola applauds Zambia for playing a significant role in preserving peace in Angola

Angola State Secretary for Defense, Former Combatant and veteran, Domingos Andre Tchikanha has commended Zambia for playing a significant role in preserving peace in Angola.

Gen. Tchikanha said Zambia has in the past, played a crucial role in hosting the former combatants who left Angola and settled in Zambia.

“The ex-combatants were given full support, material, political and emotional support. They were hosted and Zambia is still hosting refugees from Angola,” he said.

Gen. Tchikanha noted that after the war in that country, many Angolans preferred to remain in Zambia to make it their second home.

“Amongst those that are residing in Zambia are those that fought towards the freedom of Angola,” he said.

Gen. Tchikanha said this when he paid a courtesy call on North-western Province Permanent Secretary, Willies Mangimela in Solwezi today.

Gen. Tchikanha appealed to the Zambian government to integrate Angolans so that they freely participate in the country’s development.

And Mr Mangimela has assured the Angolan government that Zambia, is fully supporting Angolan refugees in the country and those who have been integrated.

He said some of the refugees who settled in Meheba refugee settlement were integrated and are doing very fine in production.

“The families that were integrated are now in full production or doing a lot of work in farming and they are also contributing in the economic activities of North-western Province,” Mr Mangimela said.

He added that Zambia and Angola will continue to enjoy cordial relations which were established by forefathers in the areas of defense and security.

Gen. Tchikanha is leading a delegation comprising of the Angolan Ambassador to Zambia, Azevedo Xavier Francisco and some members of the Ministry of Defense, Former Combatant and veterans of Angola to meet and interact with former combatants staying in Zambia to find out what the Angolan government can do for them.

UPND’s Mubita Nawa, Anthony Bwalya, and three others plead not guilty

The case in which Mubita Nawa, Anthony Bwalya, and three others are been accused of theft by public servant, forgery, uttering false documents, and receiving stolen property has come up for plea in the Mansa Magistrate Court.

Appearing for plea before Mansa Principal Magistrate Dominic Makalicha was Dorothy Mukulusha 53, a Senior Human Resources Officer of House number 1388, Kamwala South in Lusaka, Edgar Maloba 29, an Assistant Registration Officer of D45 Rural Council Compound in Samfya, Graham Halumamba 48, an Accountant all under the Ministry of Home Affairs, Anthony Bwalya 39 a politician of house number 4 Ngwerere Avenue in Chelston and Mubita Nawa 45 a Businessman of 3974 Lusaka West.

Ms. Mukulusha, Mr. Maloba and Mr. Halumamba are jointly charged with one count of theft by Public Servant Contrary to Section 272 and 277 of the penal code Cap 87 of the Laws of Zambia.

Particulars of the offence are that the trio on unknown dates but between January 10, 2019 and October 18, 2020 in Mansa District, being persons employed in the public service, as Provincial Registrar, Stores Officer and Accountant respectively, jointly and whilst acting together with other persons unknown did steal 1,500 blank national registration cards altogether valued at K 3, 840.

In the second and fourth count, Mubita Nawa and Anthony Bwalya are jointly charged with forgery contrary to section 342 and 347.

The duo with intent to defraud or deceive, whilst acting together with other persons unknown forged a green national registration card number 429102/16/1 and also Received stolen property contrary to section 378(1) of the penal code Cap 87 of the Laws of Zambia.

The two jointly and whilst acting together had in their possession two green National Registration cards bearing serial number Z14228282.

In the third count, Bwalya is charged with the offence of uttering of a false document contrary to section 352 of the penal code Cap 87 of the Laws of Zambia where it is believed that he fraudulently did utter a false document namely a Green National Registration Card number 429102/16/1 bearing a male passport size photo of a renowned journalist of a named private Television station.

The five have since pleaded not guilty to all the charges, and Principal Magistrate Makalicha has since adjourned the matter to May 10, 2021 for mention and June 1, 2021 for commencement of trial.

U.S commits an additional 230 billion Kwacha to Zambia’s response to COVID-19

The United States government has pledged to commit an additional 230 billion Kwacha to the Zambian government to respond fight against covid-19 pandemic.

In a statement made available to the media in Lusaka yesterday, United States of America Public affairs Officer Sean Mclntosh said that the US government has continued to demonstrate its global leadership in the face of the COVID-19 pandemic to respond to the threat worldwide.

Since the start of the pandemic in Zambia, the U.S. government, through the U.S. Centers for Disease Control and Prevention (CDC), the Department of Defense, the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), and the U.S. Agency for International Development (USAID), has provided over five hundred million kwacha K500 million in support of Zambia’s efforts to combat COVID-19.

“The U.S. government agencies work directly with the Zambian government and other partners across health, education, and other sectors to protect public health and save lives’’, Mr McIntosh said.

He stated that the US government Support Vaccinations, through USAID and CDC, and has further committed funding and critical technical and logistical support to the Ministry of Health to assist with planning, coordination, and delivery of safe and effective COVID-19 vaccines for Zambians.

The US Government has established and Strengthened Testing Capacity for COVID-19 in Zambia using the infrastructure and other testing commodities to enable accurate COVID-19 results and high levels of testing throughout the pandemic.

Mr Mclntosh further said that the Us government has supported for influenza surveillance and HIV and tuberculosis testing at the University Teaching Hospital (UTH) and Tropical Disease Research Center, CDC and USAID have provided technical assistance, quality controls, reagents including empowering Health Care Workers.

He further said that the US government In partnership with the Ministry of Health, USAID, CDC, and DOD supported and trained health care workers to treat COVID-19, provided personal protective equipment to keep them safe, and assisted with temporary human resource surge capacity.

]Mr Mclntosh said through PEPFAR, the U.S. government worked with the Ministry of Health to establish systems allowing people living with HIV to collect six months of antiretroviral drugs at once, limiting their potential exposure to COVID-19.

“the U.S. government helped Strengthen Surveillance Capacity and establish a functional call center at the Disaster Management and Mitigation Unit, develop standard operating procedures and guidance on screening, testing and isolation of persons with suspected COVID-19 infection, and supported contact tracing, home-based care, and quarantine procedures,” He said.

He further said that the U.S. government is helping to strengthen the field epidemiology capacity and outbreak response and surveillance system at district and provincial levels.

Through USAID, the U.S. government has increased the resilience and preparedness of local government authorities, supporting a national center of experts that customized USAID pandemic guidance and best practices for Zambian conditions, provided on-call support to district officials across the nation, and funded outreach programs .

RUGBY: Giants Diggers Losing Start Continues

Former champions Diggers have remained at the bottom of the National Rugby League after succumbing to their second straight loss in the new season.

Diggers lost 69-6 to Mufulira Leopards in the Week 3 match played at the Leopards Cage in Mufulira at the weekend.

Leopards scored tries through Peter Mwansa, Raymond Mwashi, Rogers Mukupa , Musenge Bwalya, Ali Bhika , Chisanga Martin , Mabuchi Munyenyembe, Hangwa Sichaona and Mwansa Mwiimba.

Mwansa further made three conversions with Mwiinga registering conversions to ensure that Leopards got a bonus point for having scored more than four tries.

Leopards have since displaced vanquished KPF from the top of the National Rugby League table after increasing their tally to 13 points as winless Diggers are bottom of the table with no points.

Defending champions Red Arrows moved into second spot after thumping KPF 52-17 at Kitwe Playing Fields to move to ten points from two matches played.

There were also wins for Lusaka who overcame Green Eagles 16-18 and Nkwazi who beat Green Buffaloes 24-5 to record their first win of the season.

Napsa Stars have landed straight into Ndola from Cameroon ahead of their league date there against Forest Rangers this Thursday at Levy Mwanawasa Stadium.

The Lusaka sides’ charter plane landed in Ndola on Monday afternoon barely 24 hours after losing 5-1 away in Cameroon to Coton Sport in their CAF Confederation Cup Group D fixture.

But just like fellow CAF Confederation Cup envoys Nkana, Napsa are also battling relegation on the domestic front and currently sit two spots above Nkana at number 14 on 23 points, three more than the Kitwe side who are third from bottom in the last four relegation zone.

Mighty Smell Top Two Promotion Spots

Mighty Mufulira Wanderers have moved two points closer to the last promotion spot on the FAZ National Division One table after posting two straight wins.

Wanderers on Sunday edged Mpulungu Harbour 1-0 away in Muchinga to increase their points to 36 after 23 matches played

Striker Pheuzzy Chibandika scored the goal that helped Wanderers to move one place up the table to number seven.

This win came a week after Mighty had silenced Chambishi 1-0 in the Copperbelt derby at Shinde Stadium.

Meanwhile, leaders Konkola Blades and second placed Kansanshi Dynamos maintained their respective positions despite dropping points during Week 23 action at the weekend.

Konkola are on 46 points after forcing a 0-0 draw at Livingstone Pirates on the same weekend Kansanshi posted the same result against Kashikishi Warriors in Luapula.

Konkola are three points ahead of Kansanshi.

Kafue Celtic are third on the table with 39 points, one above fourth placed Chambishi after 23 matches played.

MTN Announces New K45 Million FAZ League Deal

MTN has extended its sponsorship of the FAZ Super Division after unveiling a three-year K43 million package.

The new deal will also cover Chipolopolo Zambia national team.

“We have also committed to keep our pledge to ensure that the bulk of this sponsorship directly benefits our members. We demonstrated this when we bumped up the entitlement for our members from K7, 000 to a minimum of the K200, 000. In the same spirit we shall revise the allocations for our members to a minimum of K1 million which includes the support from SuperSport,” FAZ President Andrew Kamanga said at the unveiling ceremony in Lusaka on Monday morning.

And MTN Zambia Chief Executive Officer Bart Hofker said the mobile telecoms giant is looking forward to another great relationship with FAZ.

“Allow me to congratulate the FAZ president, Mr. Andrew Kamanga and his administration for working hard to ensure that football in Zambia continues to thrive and develop by initiating positive policies and putting in place the right structures fir administration of football in Zambia,” Hofker said.

Meanwhile, the new deal will see the top tier branded the MTN Super League from the MTN/FAZ Super League.

Teachers in Kalumbila targeted as GBV envoys

A number of teachers in Kalumbila district of North-western province are to be engaged in the fight against Gender Based Violence (GBV).

ZANIS reports that IOM Assistant Programmes Officer, Cephas Njobvu in an interview in Kalumbila today said his organisation plans to engage teachers in the district in a bid to challenge the norms and cultural practices that perpetuate GBV.

“We have picked on the teachers because we realise that one form of GBV that has escalated in our community is child marriage. Mostly, children who are married off young are in school, so we want to challenge this from the school perspective,” Mr Njobvu said.

He also took note of cultural norms and practices which hinder children from freely expressing themselves to confide only on in their teachers on personal .

“Teachers are most likely to be approached by children who want to share personal experiences such as abuse because the abuse usually occurs in a family setting,” Mr Njobvu said.

He said it will be prudent for teachers to be armed with information on the various forms of GBV as well as referral mechanisms so as to adequately sensitise children as early as possible.

Mr Njobvu disclosed that the teacher engagement programme will commence tomorrow, April 13, 2021 and it is targeted at 120 teachers in the district.

The targeted teachers are from four zones namely Matebo, Mutanda, Kisasa and Manyama respectively, in groups of 30 people in each zone.
